Synthia Harvington is the High Administrator of Continoma. She was the leader of the coup that removed the old oppressive regime that used to rule Sal Vitas. Harvington negotiated an agreement with Noir that exchanged cloning technology for their assistance in her coup. When Harvington restored the government, Noir and Continoma found a temporary and uneasy peace.
